Is there a rule that you would add or delete at any or all levels of baseball?

I would add a mandatory announce substitution rule. Without it, coaches can & sometimes do use this to their advantage. Say Baker PHs for Charlie in the 4th inning but its not reported. Come the 6th inning same team wants to PH Baker for Daniel. You don't have Baker listed as being in the game on your lineup card. Officially, Baker has never been in the game according to your lineup card.

I'd change the number of innings. 9 just takes too long sometimes.

If an umpire believes a pitcher intentionally hits a batter the batter goes to the closest unoccupied base to home.

 

 

If an umpire believes a batter intentionally GETS hit he is out.

Rule #1.  All coaches and parents must watch the game on TV from a building far removed from the field.  they can come out to coach bases and for pitcher batter conferences (those coaches can be in a closer building).  Anyone who leaves the building to argue shall be subject to public tar and feathering.   

 

Rule #2.  All umpires must attend a mandatory mechanics course every year.

OBR --- prescribed penalty for carelessly thrown bat (e.g., hits catcher).  In FED it's a warning and then ejection.  I know, it won't happen since it's not an issue in MLB.  But it would reduce the issues in all youth-level games that are extensions of OBR.

Change the OBR Balk to an immediate dead ball, like FED.

One governing rules body, using OBR as the governing rule set, (ain't gonna happen) with each of the other organizations, regardless of how many there are, having a representative including in the governing rules body.

 

We know that will not happen.

 

So, each organization would be allowed 5 rules differences each year, but not cumulative year after year, from the OBR established by the one governing rules body for that particular year.

 

There would be both a "rule book" and "interpretations" book from the governing body. There would also be a national data base of video's gathered from MLB and NCCA with "links to that interpretation" listed in the interpretations books after each interpretation for clarification purposes (visual) of what one is reading, along with cross reference numbers.

 

All other organizations will include a yearly pamphlet with their interpretation differences from the governing body along with "video links" of those differences, for those different rules and interpretations.

 

This could be the start of a national video "war room", or simulator so to speak to help bring umpires more up to speed with the visualization of the plays they are reading from the rules and interpretations. Kind of like the pilots using simulators for their training.

And to contradict my own post earlier in this topic, keep turf. Rained here yesterday. Hard. Everyone else was rained out. I was at University of Kansas and we were only delayed an hour fifteen. Thank god for AstroTurf.
