In a lot of the leagues I work the coaches are not in uniform.  

 

It is seldom enforced.  To do so is often considered picking up the $hitty end of the stick.

I think (at the major league level) the "neighborhood" play at 2nd will HAVE to go away if replay sticks around.  As long as there is replay, how could anyone call it?  By rule it would be overturned.

 

 

Not a big deal here, but I always thought 3.09 was interesting:  And I've never seen it applied...

 

3.09 Players in uniform shall not address or mingle with spectators, nor sit in the stands before, during or after a game.  No manager, coach, or player shall address any spectator before or during a game.  Players of opposing teams shall not fraternize at any time while in uniform.

The front end of a double play can't be challenged.

3.09 is a good one.

Force at 2nd on the front end of  DP is NOT reviewable.

What if it ends up NOT being a DP?  Would it be challengeable/reviewable?

No. Should say front end of an attempted DP...

To the OP, I might add the rule that states the home team shall provide a rosin bag.  It was even more off when it said the umpire had to provide it.

 

Heck, you could add the "one dozen spare baseballs" in the levels most of us do.  And maybe even the "all lines must be present" rule.

I think the key to rule enforcement, period, is having an understanding of the history and intent of the rules.  By not doing this, we are no better than a coach who picks up the book, remembers something he read, and wants it enforced.

 

For instance, defensive players having to be in fair territory - the reason for this rule was that back when the game was first played, any ball that first touched fair territory was a fair ball regardless of where it landed.  Players would put backspin on the ball, let it hit out in fair territory then backspin into foul territory for an easy base hit.  Defense started positioning players in foul territory to prevent this.  Later the rule was changed to what it is now, the ball must pass 1st or 3rd base... Also inserted in the book at that time was that defensive players must be in fair territory.

 

With that understanding of the intent, I don't get too worked up about a 1st baseman straddling the bag on a pick off.  If you think about it, he's really putting himself at a disadvantage and not gaining any advantage by doing so.

Under what code(s)? I'm pretty sure maven does mostly FED ball and is enforcing a FED rule here. Edit: saw maven's response

How about this FED regulation regarding the pivot foot in the set position?

Point of emphasis in Texas. They want this enforced. I don't like it but that's what they want.

....and with his entire pivot foot in contact with or directly in front of and parallel the pitcher's plate.

Does anyone call a balk in FED if F1's heel or toe is not within the edges of the rubber?

I hope you have a bunch of well manicured mounds. Hard for me to tell a kid to keep his entire foot in front of the rubber when there's a 4 inch hole right in the middle!

You're preaching to the choir. I think texas has been burned by unenforced rules during the season that then have been enforced during the playoffs by another areas crew. For example, lets say you don't enforce FED stoping without runners and them your team runs into Maven in the playoffs.

As long as one foot is touching the foul line when the ball is put in play it is legal.

True in FED, but not in other codes.

 

FED- Only one foot needs to be fair. 

Rule and case play 1.1.4

 

Never mind....I read this as one foot fair and the other must be at least touching the line. Carry on  :smachhead:

This has been a POE in AL indirectly. Our POE is in regards to the enforcement of the definitions of 'windup' and 'set' positions - no hybrid stances.

I will fudge a few inches off the rubber for a pitcher in order to avoid a hole - I WANT STRIKES!!

Have had a few talks with pitchers in JV games to get more of their foot on the rubber, but won't enforce the full letter unless a coach brings it up.

And in AL, most coaches don't have a clue...

For example, lets say you don't enforce FED stopping without runners and them your team runs into Maven in the playoffs.

For the record, my mode of handling a no-runner non-stop (tournament or not) is the following:

 

  1. If I see it in warmups, I send F2 to let him know to stop, even with no runners.
  2. If it happens in the game, usually with no runners nobody will say anything. Again, I'll send F2 to warn him.
  3. I have never called an illegal pitch ("ball") for this infraction. (Knock wood)

Yes, it's a rule, but nobody wants it aggressively enforced, as far as I can tell. Penalizing it can create more game management problems than it solves.

This is a coaching issue and they should be aware of it. They should know this rule, and be able to tell his pitchers.."Hey, we're on  a real nice field today and the pitcher's mound and rubber look great. Remember to keep that foot in front of the rubber in the set. today"....Hey, I can dream, can't I?

It's a FED POE. All states that use fed are involved.
