Nothing published officially yet from NFHS however if you search the threads here all of the rules under consideration for 2026 were previously published...

Saw something on social medial today announcing the changes:

NFHS Link / Archive copy.

The essentials:

  • Double first base required in 2027.
  • Just one player to player meeting per inning on defense  (not sure if this will include F2 asking for time to give  signals in an R1/R3 situation).
  • Players can't wear audio or video devices.

Looks like the proposals for balks being delayed dead and more options to restrict to the dugout for misconduct were not enacted.

@beerguy55 will have to help them cleanup this language:

:ranton: When I see umpires do this it drives me nuts. Now, I am talking about players say 15 and up so they should have some skills. I want to keep the ball live as much as possible, plus it puts the offense at a disadvantage.  Hell, the pitcher is standing on the mound with the ball and the catcher is in front of the plate, just call your signals.  Sorry....:rantoff:

I did some prompts in MS CoPilot and came up with this (using OBR, but it could be repurposed):

 Fair Ball (Refined Definition)

A fair ball is a batted ball that touches first, second, or third base or is entirely or partially on or over fair territory when it:

  1. Settles between home and first base, or between home and third base;
  2. Bounds past first or third base;
  3. First lands beyond first or third base;
  4. Touches a player or umpire;
  5. Passes out of the playing field in flight.

 Foul Ball (Revised Definition)

A foul ball is a batted ball that is neither a fair ball nor a foul tip.

Time is not out and the ball is still in play until the umpire signals and or verbalizes as such...

Do NOT grant time here. As you said, it's to the defense's advantage to keep the play in play. Hopefully, a runner goes and they make an easy out. Why should we take away that opportunity for them to make an out? Nope, not doing that.

Amateur defenses ask for Time – specifically to give (worthless) infield signs – because we call Balks. And the coaches of those amateur defenses are paranoid about it, often because they were previously witness to or victims of viral umpiring.

Double First Base Introduced into High School Baseball

Beginning with the 2027 season, a double first base will be required in high school baseball games to minimize the risk of collisions by runners and fielders.

This rule revision was one of 10 proposed by the NFHS Baseball Rules Committee during its annual meeting held June 8-10 at The Alexander hotel in Indianapolis. The rules changes were accepted by the NFHS Board of Directors.

New language was added to Rule 1-2-9 noting that the double first base must be white and a contrasting solid color. The white portion of the base is located in fair territory while the colored half is located in foul territory, split by the first base foul line. There is to be no space between the two portions of the double base.

"Adding the double first base is symbolic to the evolution of the sport. It will immediately address running lane violations, and it will further protect the players from the violent collisions that have occurred at first base,” said Elliot Hopkins, NFHS director of sports and liaison to the Baseball Rules Committee. “By reducing collisions and enhancing safety, it preserves both the integrity of competition and the well-being of those who play."

Several subsequent rules changes, including Rule 8-2-2a, outline how batter-runners and fielders shall use the double first base. The batter-runner should use the colored base on an initial play at first base unless a fielder is drawn into foul territory to receive a dropped third strike, in which case, the batter-runner would use the white portion of the base. Once the batter-runner reaches first base, the batter-runner must always return to the white base, including when leading off, returning on a pick-off attempt or tagging up on a fly ball.

A batter-runner may use either side of first base on a base-on-balls or on an extra-base hit to the outfield when there is no chance of a play to be made at first base.

Interference is to be called on batter-runners if they only touch the white portion on a force play at first and collide with the fielder. Similarly, it is obstruction if a defensive player only touches the colored portion of the base and collides with the batter-runner.

Rule 2-5-1h was added to note that it is a fair ball if a batted ball hits or bounds over any part of the white portion of the double first base. Alternately, it is a foul ball if a batted ball hits or bounds over any part of the colored portion of the base (Rule 2-16-1h).

Rule 3-4-6 was added to address defensive player meetings as charged conferences. Each team, when on defense, may be granted not more than one player-to-player meeting during an inning. Umpires shall deny any subsequent defensive team requests for that half-inning. Additionally, Rule 2-10-3 was added to define a player-to-player defensive meeting as having two or more defensive players.

“A player-to-player defensive meeting is a natural and essential part of the game—whether it’s strategy, encouragement or clarification, but having multiple meetings in a half-inning adds additional time that lengthens a contest and is not in the best interest of the game,” Hopkins said. “A charged conference, however, involves direct coaching intervention with either a coach or a non-playing representative and is intended to provide instruction. The distinction ensures we honor both the flow of the game and the role of coaching.”

Two rules changes were approved to bring the Baseball Rules Book in line with all NFHS rules. Language added to Rule 1-4-4 allows a school’s name, nickname, logo, mascot and/or player’s name to be permitted on a uniform top and/or pants beginning in 2027.

In addition, Rule 1-6-3 states that “no player shall wear any audio (microphone) or video (camera) device during the game.”

According to the 2023-24 NFHS High School Athletics Participation Survey, baseball is the fourth-most popular boys sport with 471,701 boys participating in 16,146 high schools across the country.

Some have just had someone piss in their Cheerios this morning....

So, infield gatherings at the mound after the warm up pitches are through are considered the one player-to-player defensive meeting now? They are encouraging each other....

It should be. Big time waster. On the other hand, now they’ve used their one for the inning. F2 gets crossed up, he can’t go talk to F1 and figure it out. Now we put ourselves in jeopardy of getting hurt. 

Why on earth didn’t they just say 6 player to player conferences per game?

Now we put ourselves the batter in jeopardy of getting hurt. (FIFY, Easier sell to the OHC when we allow it).

I always try to remember (in all the sports I follow) that this is just a press release.  We always need to see the actual change and interps before we can have meaningful discussions on the anticipated affects of the change and how it might be gamed.

I would guess there will be something in there that an umpire can allow a catcher to go out even if they are out of conferences if their signs are crossed up.

Disappointed they didn’t address time between innings. Enforceable with a clock of some sort. 
 

As for getting together on the mound before the inning - I’ll let them know that if they do it anytime 2nd inning on, it’s going to count. As it should. Needless delay. 
 

I also look forward to having the SS ask me for time, and instead of me saying “for what purpose?” or “no, just throw it” I can now say “do you want to use a charged conference to get the ball back to the pitcher?”

I don’t know how I feel about this. 

On the one hand, I’d rather the pitcher complete his warmup throws and then have a brief get-together with his catcher to confirm signs, and then we (umpire) put the ball in play (and formally start the inning), than have those two talk it out, then rush through a bunch of warmup throws while everyone else – fielders, batters, umpires – should be done… and are now waiting around. &nbsp

But hey! If it prohibits that stooopid, inane “rah-rah” “let’s gather round for our tik-tok encouragement dance!” crap that plagues softball 🥎… I’m all for it.
Pffft. Softball does that crap after every out. 🙄

I think the Double 1st base could be a problem in two ways.

Take 1: Very poor underfunded teams that play at public parks or bad home fields , getting the Double Bags purchased & installed .   Especially in the public park domain. 

Take 2 : Here in AZ when teams are privileged enough to rent  a MILB field or Spring Training field  , numerous times  I have played HS FED games with the bigger pro sized bases.  no one said a word but technically not legal

The cost and installation of the double-bag is not that much.  Teams have a few years to figure it out.

Don’t worry, I am sure the interps will completely circumvent the rule changes because old school umpires and coaches don’t want to do it.

This was one option for $250. Only one side needed the peg. Not optimal, IMHO.

I did see another where the white base was separate. The colored base had a thin base that extended under the white base and had a square hole that the white base's peg went through. Also, there were knobbies under the colored base to grab onto the turf.

I don't look forward to the next time a team is stealing signs and the pitcher catcher gets together a couple times to figure it out.

Sure, Get Good, but some bush league play by the offense causing a bunch of drama because the defense isnt allowed to get together to change anything up.

I actually had a batter, 16u, "stealing his own signs" (ie he was standing in the box, peeking back and forth under his armpit)... that was a lot of fun. The batter was as cool as cucumber, and wasn't bothered by all the fans and defense talking SH*# to him, but it almost led to an ejection of the pitcher the 2nd at bat.

Another thought. Does time need to be called for it to be a "defensive conference" ?  What if a Shortstop runs up to the pitcher during live play to whisper about a pick play, and it doesn't slow down the game?... I'd imagine "delaying the game" would have to be a pre-requisite to charge a conference.

It will all depend on the actual language.  I had seen something somewhere (here) to the extent of "any stoppage of play for members of the defense to communicate."  In your situation, I'd say no.  Catcher stepping out in front of the plate to give infield signals . . . by that language, yes.

Note, I am not saying that is the language.  I have not seen the actual wording yet.

Personally, I don't grant time for F2 to do this. They may fool me and get it once--especially freshmen and under--but if that's what they do I'll tell them "you're not getting time to do that again."

I would think that any codified use of "stoppage" would apply to when time is called rather than situations where players converse when the ball is live.
