BOO Ends an Inning?

Interesting batting out of order question. 14U, modified OBR with continuous batting order. Visiting team is batting 10 players. Batters #7 and #8 have been put out (2 outs), batter #10 comes to bat and strikes out to end the inning. To start the next inning batter #9 comes to bat and strikes out. (1 out).  Batter #1 comes to the plate. Home team coach calls time and brings the BOO to umpires attention. There was clear confusion but the ultimate decision was to nullify batter #9's strike out, call batter #1 out and bring batter #2 to the plate. Umpire said the home team was not going to get two outs. One out for the batter #9's strike out and the BOO.

Was this the right decision?

B10 was improper. but after the improper batter B10 struck out and all the infielders left the field, he became the proper batter. The next proper batter should have been B1 to start the inning. 

B9 was an improper batter. Since the appeal was made before the next pitch had been thrown, the proper batter is the one called out. The next batter is the one following the previous proper batter.

I agree. #10's out ended the previous inning, so #1 was due up. He missed his time at bat (MYTAB) when #9 completed his time at bat with the strikeout. The defense appealed at the right moment, so #1 was declared out, thus nullifying #9's at bat (had he reached base, he would have been removed; as it was, his out was nullified).

Just one question, though: what's "clear confusion"?

That's what I was going to say.

10 became the proper batter when a pitch was thrown to the opposing team. 1 was the proper batter and 9 is batting out of order. When appealed properly, the results of the AB are nullified and the proper batter 1, is called out. The coach should know that when you get an out on an improper batter with no advances by other runners it's best to not appeal and see if you can get an out on a next improper batter. eg. Throw a pitch to 1 to make 9 the proper batter. Now if 1 gets a hit it can be nullified by appeal.

It never happened. Nullified by rule.

Minor quibble, but this is not correct.  B10 doesn't become the "proper batter" until a pitch is thrown  (to either team).

B9's slot is simply skipped. That box on the scoresheet remains empty although I might add an explanatory notation of MYTAB. As for B1, his box will show a strikeout--essentially B9 batted for B1 and struckout for him. Here is the applicable rule:

9.03(d)   When Player Bats Out of Turn

 When a player bats out of turn and is put out, and the proper batter is called out before the ball is pitched to the next batter, the official scorer shall charge the proper batter with a time at bat and score the putout and any assists the same as if the correct batting order had been followed. If an improper batter becomes a runner and the proper batter is called out for having missed his turn at bat, the official scorer shall charge the proper batter with a time at bat, credit the putout to the catcher and ignore everything entering into the improper batter’s safe arrival on base. If more than one batter bats out of turn in succession, the official scorer shall score all plays just as they occur, skipping the turn at bat of the player or players who first missed batting in the proper order.
