Hypothetical situations using OBR:

 

(1)

R2, outs don't matter. Pitcher balks, but continues his pitch. Umpire calls the balk. Batter goes to swing at pitch and hits catcher's mitt. Umpire calls "That's interference". Ball is not batted successfully.

Do you give the manager his choice of penalties? Or do you penalize both?

 

(2)

R2, outs don't matter. R2 stealing on the pitch. Pitcher delivers. Catcher moves forward from crouch to receive pitch. Steps on plate to catch pitch. Batter does not swing. Catcher throws to F5 and retires runner.

 

Now, I recall that a catcher's balk is only applicable with R3 and a squeeze attempt or steal of home. What would you have on this particular play?

1) As the batter and runners didn't advance on the play the balk is enforced and nothing after that happened - including the CI.

 

2) This is CI. Batter to 1B. R2 keeps 3B as he was stealing on the pitch.

1.  Batter reaches 1st base on the int the balk is not recognized. 

2.  As long as the batter is in the box it's Int, delayed dead ball then coaches choice. 

 

1.  The balk happened first and is enforced as soon as their is a delay in play.  The offense cannot be penalized on this.  I'm pretty sure you have this wrong.  But I'm no rule book guru.  Care to cite?

The first part is true, but the runner on second did not advance and that's part of the criteria for ignoring a balk.

But - If the results of the play do not satisfy the requirements for, first, ignoring ONLY the CI, ENFORCE the CI. If the requirements of ignoring the balk are not met following the enforcement of the CI, proceed to enforce the penalty for a balk (which may or may not lead to an essential overturn of the CI). The manager cannot ask for this not to occur (vis a vis, this would be declining the balk penalty - as we know, balks are not an option play).

In the event that you enforce CI and there is no need to enforce the balk penalty and the offensive manager then wishes to take the result of the play, this is fine. If this now results in the balk being unable to be ignored, enforce the balk penalty based on the results of the play.

It is advisable to take some time to gather, compose, and figure out what will happen given every situation that could result.

In sum, your order of enforcement is as follows:

1) Result of play
2) Result of CI penalty (if necessary. May be skipped if declined by offense)
3) Result of balk penalty (if necessary; may require reversing some / all enforcement of the CI penalty)

Sorry I read it wrong as I was thinking it was BI not CI.  But I still stand by my belief that the balk was called first and therefore since R2 did not advance we simply have a balk.  If the balk is enforced then the pitch never happened.  If the pitch never happened then we have no CI.

R2 wouldn't advance if CI was enforced, therefore the balk must be.

R3 and no pitch.

 

However, if the runner was on first, We get R2 and R1.

 

Notice that in the OP, if the runner was stealing, the BR would still not get first because he did not advance to satisfy the balk.

I was thinking about this scenario. Wouldn't the balk be ignored because BR would be awarded 1st on CI and R2 is safe @3rd on the SB

Is there an interp on this?  I'd lean to the advancement has to be a direct result of the CI. R2 is awarded 3B, it wasn't caused by the CI.

It is at this time where the coach has the option of penalty or play. If he wants play, the balk enforcement would be the end result.

Some might wonder whether it's worth bothering about this option. I always present the option in terms of the outcomes (as in football penalties): "Coach, you can have R3 & the batter back with his previous count, or you can have R1 & R3." (Don't trouble their pretty heads with infractions, interpretations, judgment calls, rulings, and all the other umpiring hobgoblins.)

 

Question: Who on earth would pick the first option?

 

Answer: a coach who knows his next batter sucks, and that his best chance to score R3 is to take the balk and bring the previous batter back to the plate.

 

Moral: don't assume. :)
