How would you handle each of these HBP situations?

  1. 1. Slow lazy curveball, the whole park knows is going to hit the batter. The pitch does indeed hit the batter in the back. Batter does nothing and is hit by the pitch in the back.

  3. 3. Tricky breaking ball "locks batter up", the batter does nothing.

  4. 4. Tricky breaking ball, batter seems to make an attempt to avoid, but ends up moving into the pitch. (Ex. Breaking ball starts behind batter, batter moves, and is hit - had he not moved he wouldn't have been hit)

Let me reiterate that in scenario one, the CURVE hit the batter in the BACK.  Maybe he didn't move thinking it would miss well behind him and it just clips him.  Did he PERMIT the ball to hit him if he thought it was going to miss by a foot behind him, but instead it breaks hard at the end and just gets him?  You're going to keep him in the box for a pitcher missing my THAT much?  Is that what the rule is saying to you?

The OP says everybody in the park knew out was going to hit him, they means he does there and watched it all the way in. Look, we are very close in the real world, but there are times he watches it hit him and he should not be rewarded for that. I am talking maybe three calls a season.
