If the ball in bounding, the base is not a safe haven for being hit by a batted ball.  So, if the runner would have been out if he was off the base, he's out if he was on the base.

If it's a fly ball, the runner need not leave the base, but he can't intentionally interfere.

Gen-X’ers remember this one: 🎵 “Five Eight Eight, Two Three Hundred, Empiiiiiire.” 🎵

If you live in Wisconsin: “David Gruber… One Call, That’s All.” (Big grin) 😁

@gerry, the particular type of bat-sport matters:

Baseball ️? Out.
Softball 🥎Not out, unless intentional.

He can't be called for interference with a fielder unless intentional. But why can't he be called for being hit by a fly batted ball, other than an Infield Fly, that satisfies the rule.

In softball this is not an out - I believe in all rulesets - due to the smaller basepaths and the limitations in leadoff capabilities, the runner is more likely to be hit by a ball while still on base.  (although, I do not think LL minors baseball has this exception)

No LL exception (baseball nor softball). Runner hit by a batted ball before through or by and no other fielder with a chance to make a play is an out.

That is some sort of Zen level or hash pipe level of thinking, my friend.

"Inaction is an action"

(agreed though on possible "Hey man, is that Freedom Rock?" tones)

Not moving is not intentional INT unless you are dealing with NFHS umpires who take to heart Caseplay H.4.2 - H which I don't.
