As described, yes if it stayed fair and stopped or was touched there.

Not that it matters to the call, but the plate is in fair territory..

 

In this play, the plate is just "part of the ground"."  So, the OP can be rephrased as "the ball hits the ground and rolls fair.  Is this a fair ball?"  The answer becomes obvious.

 

Is theer any code where the plate is treated differently?  How does this myth that the ball hitting the plate is an immediate foul ball (or anything like that) get started?

If it was in fair territory, then yes.

As others have pointed out, the plate itself is in fair territory. 

The "a ball hit off the plate is an immediate dead ball or a foul ball" must have came from the same guy who started the "hands are part of the bat" myth.

The line is "in play" in volleyball, softball, baseball.

The line is "out of play" in basketball, football, soccer.

 

The "foul line" and the "dead ball territory" line might be treated differently in different rules codes of baseball / softball.

(Don't know about other sports)

For football, out of bounds yes... however, the goal line is IN the end zone.   End zone is ten yards deep and includes the goal line - if any part of the ball is over the goal line it is in the end zone - for the purpose of the offense scoring a TD, ruling a touchback, or the defense scoring a safety.  So, the line is out if you're entering the end zone (or kicking towards it), in if you're leaving it.

Hockey is an odd one for the blue line...it is both in and out...the puck must cross the blue line entirely, to be ruled inside the attacking zone, before the offensive player can enter the zone...when exiting the zone, the puck must also cross the line entirely to be ruled outside the attacking zone.

That is, when the puck is outside the zone, the line is outside the zone...when the puck is inside the zone, the line is also inside the zone.

Leave it to you Canadians to complicate things. What amazes me is with the speed of the game how the line judges get it right 99% of the time.
