It looks like Buck was walking away twice and then went back.  If, and its not shown, he went back because the umpire said something else that's not good.  If the coach is walking away, let him go (which doesn't mean letting him get in a free shot that would earn a trip to the parking lot)

So, whose call would that be: second base umpire or third base umpire? (By the mechanics.) 

 

When I observed the point at the runner, I was thinking he called an out, but was he asking Timmons (at 3rd Base) for help because he could not definitively see it? Becuase I did not see him raise his arm after the point to give an out signal perhaps this is what he was asking for help on. Buck started with the second base ump and moved to the third base ump. Does somebody have a reference in the MLB Umpires manual on how this should be handled?

That's the primary: then it depends on who's facing the tag. This tag was right between U2 and U3, and they both flinched.

It was certainly more on the front (so R3) than on the back (so R2).  I think benefit of the doubt has to go to "out" here -- that is, the runner is out unless the umpire clearly sees a missed tag (as opposed to the runner is safe unless the umpire clearly sees a tag which you could have in other situations).

Towards the end of the clip, when Buck is walking away the second time, you can read his lips saying "I'm walking away.....let me walk away".....or something of that nature.

Absolutely. Very surprising and uncharacteristic outcome.

I think the point was to U3, it was more off in that direction and he made no other sign.

Hard to tell if there is a tag.  If no tag is seen, no out.  Defense needs to get a little more aggressive on the tag and make it known.  No one here can say without a doubt there is a tag from that camera angle.  Except useless announcers who think they can see more than anyone else.

 

But, to the comment of the base path, no out to be called there IMO.  He was not beyond 3ft at the time of the attempted tag.  Once the attempt was over, he was beyond 3ft but that does not matter.
