"MLB" doesn't make those decisions, the on-site (network) director does.

 

And, some parks have no cam there.

I am not saying he shouldn't have been tossed, but the ump missed two in a row and to ring a guy up on that last pitch was bogus.

I hope you aren't going by what the "box" says. Both were hitable pitches.
