Nobody asked me but...not a fan. Even if he does it every time? He's still trying to deceive and...as portrayed? Legal.

Serious question...so, if he starts altering his delivery further (altering the alteration?) and does one pump some times and two pumps other times, we have a balk there, yes?

I think NCAA would agree with you but MiLB and MLB umps would not

Randy “doesn’t like it” because it leads to college pitchers trying to out-do each other on eccentricities, and member coaches badger umpires of its legality… to no consistent response. 

There’s no way to write a rule to describe it comprehensively.
