All retouch appeals (failure to tag up) are time plays. If the run scores before the runner at 1st is put out, then yes, it counts.

This is a time play not a force play as many believe. See rule 2.00 section on force plays for clarification. 

A FORCE PLAY is a play in which a runner legally loses his right to occupy a base

by reason of the batter becoming a runner.

Example: Not a force out. One out. Runner on first and third. Batter flies out. Two out.

Runner on third tags up and scores. Runner on first tries to retouch before throw from fielder reaches

first baseman, but does not get back in time and is out. Three outs. If, in umpire’s judgment, the runner

from third touched home before the ball was held at first base, the run counts.

I'll add: a retouch appeal, as described in OP, is not a force play because the BR was retired when F8 caught the ball.  See OBR 2.00 Force Play.

We've have females on all-stars at our LL level - including starting pitchers. 

 

There have been several girls that made it to Williamsport. 

 

There have actually been women in college ball.
