PBUC umpire manual page 53 play 13 "batter-runner hits a ground ball and beats the play at first base but misses the base" Ruling 13: the proper mechanic is to call the runner safe , indicating that he beat the play. If the defense appeals by tagging the runner (or base) and appealing that the runner missed first base before the runner return to the base, the batter runner will be declared out.
  9. But as a ump you know he has not touched the base which the rules clearly say he must do so why would you award him a base via signal? This mechanic contradicts the rule book nor does it ever say to assume he is safe and to wait for an appeal.   10. Once he passes the bag and has beaten the throw he is assumed safe. A safe signalis given. It is the defenses responsibility to inform you of the appeal. If he passes the bag and the defense clearly alerts you of an appeal. Boom. He's out.

  14. So I ask you again. What if he was slashing? So if he attempts to bunt and misses and the catcher whiffs on the ball and it goes straight to the backstop, hasn't the batter hindered the catchers ability to make a play on the runner? Are we going to call him out for screening the catcher? I'm not trying to be argumentative but I'm seeing it the other way. In the OP the batter did nothing intentional but lay a fake bunt. It's not as if he intentionally went after the catchers glove. Catchers Interference.
  15. Ive got CI either way you look at. No matter where he's attempting to catch the ball,he is still interfering with the batters ability to hit the baseball. What if he was slashing?

  24. HR is a fair batted ball that leaves the playing field in flight. If it doesn't hit the ground, it's still "in flight" Maybe some of TUS guys can remember the final exam question we had regarding the ball hitting the wall then player then over the fence or something of that nature. That was the one question no one could seem to find an answer to.
