What a terrible call!  Just terrible. 

And that dude needs to button up his damn shirt!  He looks like a slob.  I don't know what umpires aren't required to button their shirts.  

I you knew him, you'd think otherwise.  Hey, at least he's wearing an undershirt.  There are some guys that don't even do that...JW...CG...PC...and so on...

Sorry, I should have clarified the rule set.  USSSA tournaments so OBR based.

I described the situation to one of our trainers and he said that, although it's probably the correct call - Balk, it may be grabbing the dirty end of the stick.

So you don't call the balk and the OC asks why not, what does your trainer say? Either he lies and says that in his judgment F5 was making a play on R3, or he reports the rule wrong, says F1 may feint to 3B, and is liable to a protest. Not good options.

This isn't an "expected call" situation: if the tournament uses the pro rule, this is a balk, and we need to call it.
