Apart from Balk-a-Day Bob's fashion choices, newer umpires might note the provision of the pitching rule that was violated here, namely 8.01(b):

 

"Preparatory to coming to a set position, the pitcher shall have one hand on his side;
from this position he shall go to his set position as defined in Rule 8.01(b) without
interruption and in one continuous motion."

 

F1's failure here was ruled a balk twice in one at bat. For MLB, obviously, this is the right call. For HS varsity, it's a little tight: FED has the same requirement of "without interruption and in one continuous motion" (6-1-3). I work some conferences full of college and pro prospects, and would probably call it there. I work others where they can barely tie their shoes and would not call it for them.

 

For youth leagues that have balks, I generally use it as a "teachable moment," explain the requirement to the coaches, and ask them to have their pitchers fix it before I see them on a varsity field.
