Years ago LL had multiple Rulebooks for the various Divisions of BB and SB. They combined all the BB Divisions into one Rulebook and all the SB Divisions into another "to make it easier"! I seem to recall when I started umpiring at my local LL (both BB and SB) I used to carry about 6 Rulebooks!

Fan in the stands is constantly voicing his displeasure on ball/strike calls. After a third strike call the "fan" yells out "No Way"! Ump walks out from behind the plate, walks through the gate, into the stands and sits next to the guy yelling. The Ump calls out, Play Ball, Batter Up! The guy looks at him and says what are you doing? The Ump says You can obviously see the pitches better from here than I can from behind the plate so I thought I'd umpire from here!

The league said this was "an isolated incident", why do I find that hard to believe?

You can't use 9.01(c)! 9.01(c) is for situations not covered by the rulebook. 6.05 covers how/why a batter can be called out and throwing the bat is not one of them. Also, you can't have a local rule that contradicts the LL Rulebook (Yes, I know many leagues do). As others have said, warn then eject or warn and give the manager the opportunity to remove the player.

The 2014 Comment was the same in 2022. I assume its the same in 2023. You can do an internet search on "Little League Rules Instruction Manual" and find one pretty easily. The RIM is used in LL Umpire Training. I believe you can get a copy if you join the Little League Umpire Registry (pretty sure it's free).

A few years ago the local LL switched to magnetic breakaway bases. Very seldom do we see any breakaway anymore.

If it's against the rules and you call it once then you need to call it every time. In other words, don't not call it just because there is a runner on third and it would score the run. You can't "selectively" umpire!

Most of our leagues play Inter-League in several BB divisions, especially 50/70 and Seniors and they also play Inter-League Softball. Even our larger leagues (6-8 teams in a division) play Inter-League with 1-2 home and 1-2 away games for each team, just to give them someone else to play. Obviously the smaller leagues (1-3 teams per division) play Inter-League. I am the District Inter-League Coordinator! As for the Mid-Season BB Tournaments, we do give medals to the winners and runner-ups.

Example: Batter hits one to left center field, he rounds first and heads to second, F7 fields the ball and throws to F5 at second base. The runner, 3/4 of the way to second sees F5i in front of him with ball waiting to make the tag. The runner may continue to second and try to slide in safely or turn around and try to return to first base safe!y. In other words he can try to advance or retreat.

We run Mid-Season Tournaments in our District. The idea is to give every team/player the opportunity to play against other league/teams in a tournament like setting. We use Continuous Batting and get approval from LL that for these tournaments No Player may sit Two innings in a row. We normally do Minors, 50/70 and Seniors one weekend and Majors and Juniors the next. We Host the Tournaments at multiple leagues around the District. Games are Friday Night, Saturday and Sunday with Championships on Monday. Its a lot of work but the league Presidents vote every year to keep doing them.

If a fly ball is touched/deflected/juggled by one or two or three fielders and is subsequently caught it is an out, if if drops to the ground it's not. If the ball was first touched in fair territory it is fair and if first touched in foul territory it is foul. As for base runners, they may tag up and begin their advance as soon as the ball is first touched, so, for example, one out and an R3 and a deep fly to center, as soon as the F8 touches the ball R3 can tag and take off for home, so F8 juggling the ball as he moves towards the infield until he catches the ball will not prevent R3 from scoring.

The answer is it depends, it's not a one size fits all answer! It depends on where the ball is, that is, if its in short right field along the foul line catch it, R3 won't tag and try to score. In LL the umpire can not bench a player, only the manager can. There is also no provision for a player in LL to play defense and be prohibited from batting.
