  1. We have a set of Inter-League Rules that govern Inter-League Play. They supersede all Local League Rules. They are voted on/approved by the Presidents of the leagues participating in interleaved play. The rules have changed slightly over the years based on issues/problems from the previous year. No changes last year or this year. Copies of the rules are given to all managers and umpires and are also Posted on our District Website (https://tshq.bluesombrero.com/FloridaLLDistrict15). Feel free to Login and take a look at them.
  2. A batter/runner, by definition cannot be a "force out". A force out occurs when a runner is " forced" to advance because of the action of the batter. As such, I would rule the batter/runner safe at first since he was not tagged while off the base.
  3. Had our Inter-League Scheduling Meeting yesterday. Once again all our leagues are participating this year. The larger leagues help out by giving the smaller leagues needed games. Larger league teams normally play one home and one away game against the smaller leagues. Gives their kids the experience of playing at different parks. Between all of the baseball and softball divisions we end up with hundreds of Inter-League Games. We also have Baseball Mid-Season Inter-League Tournaments and Softball Inter-League Jamborees in the Competitive Divisions. Gives kids that aren't on Top Teams or don't make All Stars a chance to play in a Tournament. Inter-League Games start in 2 weeks. Is Inter-League a big deal in your LL District? We push it very hard to give leagues/teams the opportunity to play other leagues at other parks rather than just playing the same teams at your home parks. The kids seem to enjoy it.

    Obstruction

I'm picturing this. R1 and batter hits a grounder to F5. F4 obstructs R1 heading to second and F5 throws to first to retire the B/R. Are you asking if the B/R is Out at first or Safe because of the Obstruction of R1?
  5. Local High School games started Monday, 3 days ago.
  6. West Central Florida, Crystal River area. Forecast for today, sunny in the low 80s.
  7. Local LL tryouts this Saturday and next Tuesday. Drafts next Saturday. Two weeks of practice and then Saturday Opening Day.
  8. What a 180, I remember when boundaries were sacred. Times change, sometimes for the better sometimes for the worse.
  9. A runner will be deemed legal if half of their foot is on the dirt and half on the infield grass - it would have been easier to say their whole foot needs to be on the dirt with none of it on the infield grass. I can see the replays now: looks like 75% of his foot is on the grass!

    New Season!

In this part of Florida High School Baseball starts mid to late February (first game 2/19/24). Scrimmages start a few weeks earlier. Still two months away!
  11. Any league that pays umpires for non-competitive divisions (T-Ball, Machine Pitch, ... ) is wasting money. Save the money and reduce fees by a similar amount.
  12. Nope, I live in Florida, it's too hot to wear black!
  13. "the men in black" - except for the movie, men in black are usually the bad guys! Don't know many umpires that wear black!
  14. Do an internet search on "umpire skull cap", there are several styles/manufacturers. Pick one you like!
  15. Buy every parent a rulebook - I laughed so hard at that one that I spit my Coke 0 all over my keyboard. Parents and fans already think they know the rules, no way they'd actually take the time to read the rulebook. Pretty similar to giving rule books to managers!
  16. A couple of years ago I had a rivalry playoff game. At the plate meeting the VT Manager says: we're walking "Joe Stud" every time he gets up. HT Manager responds: You're an a-hole! VT Manager fires back: FU! Then the punches/wrestling started!!! Two manager ejections at the plate meeting, never had that before.

    Balk or legal

Typo, obviously meant "moved their pivot foot back off the rubber".

    Fair or foul

I was taught that on a fly ball, especially one close to the Foul Line to signal/point fair or foul. Reason being in case the ball is dropped/not caught. Sorry, fat fingers, obviously I meant F9.

    Fair or foul

R3 with 1 out, batter hits high fly ball down the right field line that F8 catches in Foul Territory. Are you saying the ball is dead and R3 can't try to tag up and score?
  20. You Protest to give the umpires a chance to talk it over and get the call right. Don't live with an incorrect call. Umpires make mistakes, if not corrected they could get it wrong again the next time it happens.
  21. Once R1 passed R2 he is out. As such, R2 is no longer "forced" to advance to third base since second base is now "open". So, what happened after the Protest! Please don't say he called R1 out for passing R2 and R2 out for not advancing to third!
  22. LL Rulebook, Appendix B - Safety Code for Little League * Only players, managers, coaches and UMPIRES are permitted on the playing field during play and PRACTICE sessions. (CAPS for Emphasis)
