No, he didn't.

He said the runner missed the base. He said the runner was out.  Both true, and he said nothing about one causing the other.

 

(Yes, he could have been more clear for those who didn't understand the out was for assistance and the challenge was to see if it wasn't really assistance because the run had already scored.)

There may already be a ruling in all the memos published on Arbiter and then RF+ but, as @JSam21 says, you have to wade thru them as NCAA doesn't collate them in a "casebook". Bruns answer to the Morgan play in 2010 was confusing and I recall opposite word of mouth opinions from Paronto.

Tangent (sorry Maven) - do other major sports have this word of mouth governance and lack of clarity issues? The only ones that I can think of is MMA about a a 12-6 elbow and standing up for inactivity.

There’s been many “ask Randy” questions that could be answered directly with the rule book. It wouldn’t be the first time a previous interp was discussed on the Ask Randy “forum”

Where would you find a previous interp? Sometimes the interp was only in that years test question. There were some that I wondered if the questioner had read the rule book. But there are some, even back to Arbiter NCAA, that it would be nice to have in some place for current reference. And some that should have an interp but don't yet, God willing they will probably not happen. e.g. Bases loaded walkoff, order of appeals (that might be already be partially covered), when to call the out on coach assist.

Damn.  If only umpiring were a science with well documented rules written down some place instead of an art where we make it up as we go and tell people to pass it along.  If we only lived in a day and age where technology could support such a recording of ideas . . .

Yes in basketball and volleyball.  I've heard the same for football (even though I don't work it).

I do not disagree. Most of the interp now are in Video bulletins. Yes, it sure would be nice if those had a search feature or   indexed by topic.

Calling a men's league double header yesterday with a clinician who I really enjoy talking about the game with (but hadn't worked with before).  I was kicking over some of the recent conversations here for fodder after the game.  We talked Childress and his approach to the game, as well as the lack of cohesive sources like the BRD, and then all the "verbal rulemaking" that seems to be happening these days.

Now I am considering writing a book: Break the Game: The Unofficially Official "Unwritten Rules" of Baseball.
