It depends on the rule set... OBR yes... FED... only of the fielder in on the ground and they may never dive over a fielder.

The catcher is waiting for the runner at home and as the runner approaches he jumps up to try to avoid the tag===can that be done

What rule set? OBR? FED? NCAA? Other?

Whether than ask "what rule set" why not just answer for the one(s) you know?

A runner can always jump.

He can't, in FED (or "HS" rules), jump *over* the fielder, unless the fielder is lying on the ground.  He can't in FED, ever dive over the fielder.

No such restrictions in NCAA or OBR.

Did the runner exit the base path?

I certainly wouldn't encourage it, but there isn't a governing rule (that I'm aware of) that restricts a runner from leaving their feet to avoid a tag..

i stand corrected.

You can't hurdle or dive but you can do a jumping ole move.

Of course both feet are off the ground at the same time when running too.  ;0

And that isn't jumping over. Now... what constitutes "over"? I say torso

Current USSSA book

7.07.G Whenever a tag play is evident, a runner must slide or seek to avoid contact with the fielder and / or catcher.
Attempting to jump, leap, or dive over the fielder and / or catcher is not interpreted as seeking to avoid contact.

Any body part. Only exception is if the fielder is lying on the ground.

And I wanted to clarify your comment that leaving your feet is illegal in FED.

leaving your feet, in and of the act itself isn't necessarily illegal in FED
