2) How does the batter get "hit by a pitch" when it's a "dropped third strike?"

3) Ass-u-me-ing that the batter is hit (no intent by the BR) by the dropped / deflected ball and the defense does not recover the ball and retire the batter runner before first, then the ball remains live, so of course the run counts

I have to assume a few things from your question GeneB.

 

First the batter-runner (BR), on his way to first (1B) was hit by a baseball.  I presume the ball was THROWN by the catcher (F2) after retrieving it as a dropped 3rd strike (D3K) and not PITCHED by the pitcher (F1).  (No way otherwise as a pitch could not hit the BR AND be a D3K).

 

IF what I have written above is the case then the question turns to where was the BR when he was hit by F2's throw?  The running lane begins halfway to the base (45' for a full-size baseball field with 90' basepaths and 30' for a Little League/Youth-size field with 60' basepaths).

 

IF the BR was completely inside that lane after the required number of feet (30'/45') then he is protected.  

A thrown baseball hitting him is a live ball, the BR may continue to run and all other runners may continue to advance (unless and until the ball goes out of play at which time the umpires will award bases to the various runners) and the runner on third (R3) will score.

 

IF, however, the BR is outside of that lane with any part of his body (on the line counts as in the lane) after the requisite number of feet then he will be out, no runs will score and the half-inning is over. Keep going..........  

 

UNLESS the PLATE UMPIRE (PU or UIC) determines or judges that the player throwing the ball to 1B did not attempt to make a QUALITY THROW, i.e. truly attempt to throw the BR out or intentionally threw the ball to hit the BR.

 

Another caveat.  IF the BR is not yet in the running lane, i.e. still between the batter's box and the lane start point he can be anywhere he wants (inside the foul line, outside the foul line) and he is still protected.  A thrown ball that hits the BR will be a live ball and all runners may continue to advance unless and until the thrown live baseball goes out of play into dead ball territory (DBT).

 

Simple, right?  New twist.

 

What if the throw is not a quality throw and the game is being played under high school rules (NFHS)?  Then the quality of the throw does not matter.  The BR is out if he is hit by the ball outside the lane (or if his being outside the lane causes the throw to go anywhere other than where it was intended, presumably to the First Baseman, F3).  Play stops, no run scores and half-inning is over.  

 

If BR is not yet to the running lane then play on (runners can keep running) like above, quality of the throw does not matter in high school at any point.

Was the OP referring to a Runner's Lane Violation? If the umpire judges the BR interfered while committing said, RLV,  then BR is out, no runs score.
