The front foot bounces up over the plate.  If the intial tag attempt hit the foot, then it's an out.  If it missed it and the tag didn't happen until the leg, then it's safe.

 

I gave up watching.

foot certainly beats the tag to the plate, however, impossible to see if the foot hit the plate or was above it in that video.

Ok, let's look at it this way ...........

If this was called SAFE on the field ........then what do you have on replay/review?

An umpire on the field making a call.

Nope. On replay/review (which was the question) ..... you have an umpire in New York making a call ....

Only true for two teams in MLB.
