Pretty much just like what is taught -- point at the guy who is out and use his name if you know it or his number -- "Bill you are out".  can add "Steve is safe" especially at lower levels.

I love how the "R2" looks at R3 and is like, I'm out, but GET THAT DAMN HAND ON THE BAG OR WE'RE BOTH SCREWED!

Did R2 ever make contact with R3, it looks as he was tapping on his shoulder to get back on the bag.

 

If he did tap his shoulder, could you bag both out for R2 assisting another runner? it looked as R3 was thinking he was out and about to stand up.

It is not illegal for one runner to assist another runner. Perhaps you're thinking of coach interference?
