  3. Yes, it is the pitcher and HC, although I agree, seems bizarre that you wouldn't eject the offender. Penalty specifically says pitcher and HC. I think a "gotcha" question
  4. I think the Memo Bruns put out helps clarify the step... "“In front of any part of home plate” is defined as a step toward the pitcher and any part of the catcher’s foot on the ground beyond the back point of home plate." Based on this, I had balk and int for this question

This is from Randy's May 2022 "Ask Randy A Question" NCAA Baseball Pitcher Stumbles and Stops During Delivery Friday, May 6, 2022 Date: May 6, 2022 Rule: 9-1-a and Appendix F Question: No runners on base. While in motion to deliver the pitch the pitcher stumbles and never releases the baseball. Do we issue a twenty second action clock warning or ball if appropriate for second offense? Do we issue a ball for an illegal pitch and a warning for the twenty second clock? Answer: Once the pitcher starts the motion to deliver the ball, the time limit is over, so the situation you describe is not a time limit violation. There is no reason for a warning or time limit penalty. However, rule 9-1-a states that “any natural movement associated with the delivery of the ball to the batter commits the pitcher to pitch without interruption or alteration.” The listed penalty is an illegal pitch with the bases unoccupied and a balk if there are runners on base. You cannot simply ignore this and let the pitcher “start over” just because there are no base runners or a pitcher could start a motion, pretend to stumble and stop his motion as a method of getting around the time limit rule.

  9. I agree the rulebook was vague on this question vs. almost all of the other ones were straight quotes from the rules. The answer they're looking for is "D".

  13. Not disagreeing with you - but there's lot in the rulebook open to interpretation.... And I think if you look at the video clip they used (granted it was MLB) - U3 asked the plate guy if he declared to him. Finally, I think it makes sense to declare to the plate umpire, as someone has to notify the offensive team, and I'm thinking it makes the most sense for him to just turn to the dugout and tell them... So - I think that's the convention I'm going to use in my games. Pre-game it for sure, and do whatever your UIC wants!

  16. That's my understanding, although I do not have any authoritative source on that yet. I just went through the process of filing, as it's clear from my state (IN) that I must file to receive PUA under the CARES Act, even though I will be initially declined for UI through my state. I don't think their systems are quite set up for this scenario, as it had a hard time getting past the fact that I'm filing for UI even though I'm totally unaffected with my primary employer. I do not know yet how I will eventually file for the PUA - at this point, I'm not sure who does!
  17. I see where independent contractors (us) are eligible under the PPP, but I've also seen someone talk about filing for unemployment as well. Do we/can we/should we file for both???

    ok - so at the time of interference, R3 had scores. So A is correct. But if there were 2 outs, B/R is out for the 3rd out, and no run can score if the 3rd out is made by the B/R at first - correct?

    Here's one I need some guidance on: R3, one out, attempted suicide squeeze. F1 fields the bunt and tosses home where R3 is ruled safe. F2 now tries to retire the batter at 1st base but hits him in the back while running outside the running lane. a. Due to an “intervening play”, R3 scores even though the batter-runner is out. b. The run does not score only if there are 2 outs c. The batter-runner must be running with both feet outside the 3-foot running lane for interference to be called. d. The run does not score and R3 returns to 3rd. I have a & b, but since there is no "e." with that option, I don't know which one they want...

    I think the key word in the question is "immediately" - he immediately turns and throws, so we leave the play live. If he turns and doesn't throw - then kill it. B

I don't know why, but for me, this one caused me some consternation: True/False: It is permissible to pause briefly during a delivery from the windup position, but not when using a set position. I know they cause pause from the windup (9-1a Note 2), but they must stop when using the set, unless no one is on (9-1b Note 2). So I'm just confused! Thanks, Bob
  23. According to the video, U1 (Fletcher) called it. I would have thought it was called by U3, HP, or even U2. The replay showed one angle that Fletcher would have had, and from that viewpoint, I don't see how he could have seen it.
  24. I look mine to Jos A. Bank yesterday (Indiana), and they were hesitant because they thought the silicone they use could possibly bleed through the material. Since my wife was the seamstress, I had extra material from the hem that they could try it on. Once they did and saw it wasn't an issue, they went ahead and did the traveler's crease. $10/pair.
