Little League Juniors 2 outs bases loaded dropped 3rd strike

Can a catcher simply pick up a dropped 3rd strike and step on home plate for the out? Or does he have to tag or throw out the batter/runner? College umpire doing little league today said it must be batter/runner to get the out. Also, is it different in other rule sets such as FED, college, MLB? Thanks

Bases loaded and 2 outs, D3K?

Yes, catcher can just step on home plate. It can even be accidental.

I don't know of any rule-set that is different.

College Umpire needs to go back to school!  Umpire School that is.

As correctly answered, the catcher, with the ball, can simply step on home for the third out.

College umpire are sometimes picked for game management and strike zone in spite of their rules knowledge.

College umpires are sometimes picked for their ability to do a 2pm game during the week in spite of their rules knowledge or ability.

Er, did he mean "umpire that does college ball", or "umpire who is in college"?  I guess it isn't particularly clear here... though I guess it doesn't really matter.

To answer the question:
A dropped 3rd strike with 2 outs and the bases loaded 'forces' the runners to advance, so it follows the same rules as forces in the rest of the game.
