Wow.  That is a tough one.  Hard to believe a fan would yell balk?  Right?

To keep order on the field. Make sure applicable rules are still being followed. To be a witness in case something does happen. You really only need one umpire to do that; send all the others to huddle - groupthink or something.

Even when the ball is dead, you have to still officiate the game. You have to have at least one umpire on the field during situations like this. You have to remember that at the regional they have two other guys in the locker room/box/replay that they can talk it over with as well.

to make sure nothing happens, players fighting, leaving the field, or any other rules violations.

A fan clearly called it.  U1 might have called it after the pitcher stopped his motion, but that was definitely not U1 calling it first.  It's Jeff Henrichs at first base and I have heard him speak may times and that is not his voice.
