You don't have to put it on F2, who (especially below a certain level) are likely to argue that he didn't call time.

Could somebody please post the question regarding the starting and stopping of the pitching motion? 

I have skimmed the two page and haven't had luck finding it. Perhaps this will make it easier?

I think the second post in the thread has the question. Then you have to read the thread to come to a conclusion that I might be right and if I am it would be, as @grayhawk says, ridiculous.

2) The bases are empty. The pitcher is in the windup position. He starts his delivery and stops. What is the correct call by the umpire?

a) A ball will be added to the batter's count.

b) This is a balk. The batter is awarded first base.

c) Nothing. The umpire shall call "time" and start the action over.

d) none of the above.

Thank you. We agree that the answer to this is "C" right?

For the record, the correct answer is (assumed to be) C. I just took the test (Illinois), put A, and it was incorrect.

If it's due to the 20 second rule, well, the question is worded pretty poorly.

There's no rule support the way the question is written for any answer besides "C"

I am happily surprised that the enlightened Illinois test makers had the answer as not A. The question remains whether that test was a state constructed  one or an NFHS national one. Hopefully @johnnyg08took an enlightened state test and will get a 100. Maybe FED is going the way of aligning with OBR as evidenced by the passing during a HR interp. Good news except for hanging on to the hand to the mouth balk while engaged with runners interp. And we might have to cleanup a few OBR "do not do that's" that in FED rule 6.1 would have to be penalized. But, I do have to wonder, in the test question answer C, why does the umpire have to call time?

I don't know if they take the NFHS test in IL or not. 

I will be taking the NFHS one when the window opens in our state.

Probably a safety reassurance that we all start over.

So there is no rule support to penalize a pitcher that does not comply with foot position? Not that I like the rule.

Inability to legally step and throw to a base from the windup w/o disengaging...would be one reason to be in a legal stretch position.

What? Windup pitcher with foot position not complying with 6-2. What rule requires you to ball or balk it? Set position pitcher with not his entire foot in contact and parallel ( the entire being a ridiculous requirement). What rule requires you to ball or balk it? Not continuing the motion without interruption or alteration. What rule requires you to ball or balk it?  PENALTY (ART. 1, 2, 3) has your answer unless you ascribe to Jim Evans quote: : "That would not be a practible way to umpire". You don't have to say there is no rule support because there is.  You just have to say that it is ridiculous and have your powers that be agree. Hopefully they will agree on your test.

Once more I say unto y'all, the only way we umpires can get stupid rules changed is to enforce them.  The bigger the game in which they are called, the quicker it gets on NFHS' radar.  As much as they shirk this responsibility to avoid being that guy, it is the burden of the top dogs to lead the way in doing so.

IL has it's own test, developed by the rules interpreters / lead clinicians (I think).

I am surprised that IL 0a) has this exact question as the FED, and (b) apparently has the answer as "C" (according to hkepuck).

The "game" right answer is "C."  The "test" right answer is "A" (at least when I last officiated a FED game).

That's what I was driving at in post #4 of this thread. Your version is more explicit. I'm queasy about recommending not enforcing the rules (especially in my state, where they seem to want this particular rule enforced).

IN the case of coaches' interference with the runner rounding third, that question is almost exactly what was on the NCAA exam in 2017.  The NCAA ruling it IS interference, the runner is declared out immediately, and ball remains live.  The rationale is because the runner slipped and then collided with the coach, the coach aided in stopping the runners' momentum.  It need not be intentional to be interference.  NFHS may see it a little different.  But, the coaches' box is not a sanctuary. In my judgement, he needs no avoid interference with HIS runner just as he needs to avoid it with any fielder.
