USSSA Offensive Conference Rules (OP Title was..Mike)

Batter steps in box.  Third base coach calls timout.  They discuss him putting on fake bunt.  He gets back in batters box, The pitcher attemps pickoff to second.  Batter looks at coach for signals, but he changed(coach screwed up) the call so batter calls timeout to go talk to coach.  What is the ruling?  USSSA Majors 11u

The ruling by the umpire was as though it was a pitching mound visit.  He called him out because it was a second visit and we had no sub.   I just need to know if there is any rule like this.  There was no warning regarding time, first time in game there was even an offensive timeout.

There are no limitations to how many conferences the offensive team can have . The umpire should not allow prolonged or excessive number of conferences.

Correct, assuming USSSA uses OBR.

 

NCAA has a limit, but the conferences can all be used in one inning.

I defer to @guyinaredhat for the USSSA ruling.

 

For FED, the offense is permitted 1 conference per inning. We don't allow a second. (3-4-2)

 

Also: coaches cannot call timeout, they can only request it. :)

That is what I told the coach, but the umpire did not stop the boy from walking to the coach or give any warning.  My understanding a warning and if not compliant he can call a strike and keep calling till he gets back.

Since it is not real clear in their abbreviated "playing rules" in Rule 7, such as they are. The first page of the document refers to OBR-National League Rules as the default ruleset. The USSSA specific "playing rules" supersede the OBR if they conflict.

It's more likely that they will have to point the umpire to the correct rule.

You won't find anything that says these conferences are allowed because the rules are basically a list of things you can't do rather than what you can.  This would be one of a long list of things that are legal because they aren't listed as illegal.

 

Good luck convincing the calling umpire of this fact.

Wait.....he called the batter out because of a 2nd timeout and no available sub??????? NO NO NO NO NO NO NO NO NO NO NO NO NO NO NO NO NO NO NO. Did I say no? Yeah......no. There is no such rule in ANY ruleset, to my knowledge. USSSA plays under American League OBR. The ONLY penalty that can be assessed is failure to take his place in the box. A strike is added to his count. Basically, you have an umpire that is making up horse $hit as he goes and apparently sold it.

Not picking boogers @Jocko, my man but the USSSA website (see below) says they use OBR-National League.  I think you are correct, seems like they do use DH, but for anyone they feel like batting them for (more like FED, eh?) or EH.

 

I hate working U-Trip games and tourneys.  They are on a trip, if you will, with all their craziness.

 

"In the event of any conflict in language between any past, present or future printed version of these Official Baseball National Bylaws & Rules and the USSSABASEBALL.ORG online version, the USSSABASEBALL.ORG online version shall have priority. FOREWORD The USSSA Baseball National Committee has condensed the Official Baseball National By-laws & Rules to give quicker access to any written language pertaining to rules specific to the USSSA Baseball Program. Playing rules not specifically covered herein, shall be governed by The Official Rules of Baseball – National League, as published by Major League Baseball on the MLB.com web site. I know that utrip utilizes the DH beginning at age 15. That's what I primarily called for awhile. Don't see how they cite NL as their basic ruleset and use a DH???

Either way, I only work it when there is nothing, and I mean nothing else to work and I can't find anything anything else better to do or I REALLY need the money.

I know for a fact in USSSA GA, the offense only has one such offensive conference per inning, unless a conference is initiated by the other team, then they can meet during that time.

But whats the penalty? Certainly not a substitute. or, lacking an eligible sub, an out. Haha. Those umps are just not to allow it.
