Go to :18. If the toe of the foot was where the heel of the foot is, and therefor the player would have had a clear 6-8" worth of bag to touch without being impeded by the foot (yes he would still be impeded at the front couple of inches of the bag, would the runner still be safe in NF. Do you have to leave the whole bag area unimpeded so the runner can get to all of it, or do you just have to give him a section of the bag. Had the foot been back a few inches and that back area of the bag was going to be unobstructed would that be good enough. In other words can he draw the (charging foul--oops obstruction) by intentionally going into the front of the bag where the foot would be to try and draw an obstruction. Just asking, because in a rundown they are taught to try and draw the obstruction if the fielder is withing any area of their base path regardless of whether that fielder is really impeding them and they could get by with plenty of room by using the other 1/2 of the space.

Any part of the bag (well, of the side facing the runner) in HS.

They say any part of the bag but here he doesn't. If his foot was at the bag, you could make the point he left part of it. He was off the bag and he leaned his leg forward. That increases his coverage of the bag, again legal here but I'm banging him in Fed/NCAA/LL.
