Balk in MLB all day long and Ive even seen it from the set (about the same movement from the pitching hand while looking in for the sign).  Not sure if Id get it in my games though - theres a lot of twitching that goes on.

Haven't we had some discussions about calling a minor movement balk such as this one with a runner on 3rd? Is the reason this is called now, rather than a one run game or tie game, because the score is 5-0 and it really doesn't hurt anything. Just confused.

That's not minor movement, he brought his arm up to his waist, then dropped it back down.

That's a luxury all non-umpires have - they can call "balk" anytime they want.  When we do it, there are consequences.  Always be sure.
