Au contraire IMO

This isn't a true swipe tag play. Catchers aren't traditionally blocking the plate anymore in order to avoid being run over in light of Buster Posey's injury last year and "swiping at runners" more often to stay off the trolley tracks but you rarely see the exact swipe tag that requires 3BLEx. In this case, the throw is clearly online, the tag is clearly going to be applied; the only thing in question is whether or not the tag will be applied in time. 3BLEx is OK for this but the extra step or two creates a much better angle to get a more concrete look as to whether or not the runner beats the tag, while also conveniently removing PU from where the ball will most likely end up flying if it is dislodged during the tag.

it just looks as thought he's in a perfect spot at :15 .......

he moves at least 10 ft from the time the throw bounces in the infield

This is a perfect example of staying on F2's inside shoulder. As F2 rotates to make the tag, PU rotates with F2's inside shoulder to see the "wedge" where the tag is being applied. I think sdix posted about this mechanic earlier in the year.
