LL RIM is below. Taking it in holistically (e.g. a manager may come out once in one inning [doesn't explicitly cover switchover] and a manager who is granted a time out will be charged with a visit [no time out in the OP case])... no, it's not a visit unless you delay the game (as @The Man in Blue said). In practice, I have seen it called as a charged visit though so manager can clarify ahead of time or roll the dice with it being called a visit (especially post season when things tighten up).

Thanks @ErichKeane. That's why I was confirming. My memory bank had that a fielder clutching but not throwing was "hindering". Fell trap to a myth I guess. Tip of the hat to @Senor Azul who posted previously: From the 2016 BRD (section 294, p. 193): FED Official Interpretation: Hopkins: After a dropped third strike, when the batter-runner is not in the lane, the catcher’s throw does not have to hit the batter-runner to create interference. But the umpire may not call interference if the catcher does not throw.

hmm Odd in LL At the training in Bristol we were told if they do not throw it you can still call it because a catcher may not want to hurt the runner by throwing it and hitting them. They said do not blame the catcher for that non throw. Obviously not going to argue what you were told (nor that it makes sense) but here is the LL 2021 RIM for reference. Teams may be hesitant to make the throw since the penalty for airmailing it is high and they're not sure the RLI call will be made. I figured that was part of NFHS not requiring a throw. 12U primary reaction to getting hit in the back will be to cry. High school, well you know...

The balls taken out of play can be recycled into play if they're ok (at least that used to the MLB practice when a friend was a ball boy).

The other consideration is if the cheering reaches a crescendo during the pitching motion. LL explicitly prohibits this as an example. It's a judgement call of course.

We discussed this specifically recently here and no case plays came up. LL RIM 2021 excerpt below. Section (d) is an example of visual interference (though not explicitly called that). No more a leap than other interps we've seen to extend this is the the batter doing the baton twirling routine. It likely hasn't happened in a prominent enough situation to be addressed one way or the other (LLWS ending play for example). At higher levels it's probably less impactful on the catcher and/or addressed by the catcher/pitcher in other ways.

Well this has been an interesting conversation... Hopefully everyone agrees this should be called a strike regardless of being caught or anything else.

Plus it doesn't help in the development of the batter or the pitcher. Assuming by "outside pitch" we mean beyond the rule book (i.e. none of the ball caught the plate) I'm in agreement.
