In my area (and province wide) a deliberate throwing of any equipment is an automatic ejection. There is no rule for an out. We use modified OBR.

If they've both done the wrong thing, then neither get penalised and it counts as if nothing happened. The rule reference you'd be looking for is towards the end of the comment for 6.02: "If, after the pitcher starts the wind up or comes to set position with a runner on, the pitcher does not go through with the pitch because the batter stepped out of the box, it shall not be called a 'balk'. Both the pitcher and batter have violated a rule and the umpire shall call "time" and both the batter and pitcher start over from 'scratch'. Perfect answer.

This level of game should not be done solo as a planned thing. Should only happen when there is a no show.

A second situation based on @pnewton's posting – R2... Balk called as pitch delivered... Bloop over F6's head, who scoops it up, wheels and throws to F5, who happens to get R2 caught in a run-down. BR has, of course, obtained 1B already, so it would be scored as a Hit. R2 is tagged out. What's the ruling? Call time and award balk (R2 did not advance 1 base). R2 goes to 3 , BR back at bat. Pitch ignored.

Play stands with runners at 1 and 2 and 1 additional out. (balk ignored)

I am of the opinion that a foul tip mechanic is really only necessary on the third strike.

Chilen I think you talked yourself into the answer. Once the F1 has disengaged the rubber, he is no longer a pitcher but is an infielder and can then do just about anything. Thumper61 The F1 has engaged/touching the rubber, so at that point the dropping of the ball is a balk.
