Not sure about pitching but, I had a batter come up to the plate wearing one of these. This particular player wore his outside his uniform and it was cinched tight so there was nothing excessive, protruding or gaining any kind of HBP advantage. The opposing coach either didn't notice it or chose to say nothing to us about it. I talked about it with the tournament UIC and he said it was fine to wear that at the plate.

Does anyone else have anything on this?

It looks like something that would help improve performance.   I'm going to guess that keeps the arm in a defined ROM (range of motion) thereby decreasing risk of injury while also improving the swing/follow-through and throwing/pitching consistency due to using a good arm slot.

didn't NHSF dissallow a shooting hand glove in basketball years ago that helped to make sure the ball was coming off your fingertips on the shot. seems like this would fall into that same category and that they would dissallow it. or, maybe not.

Is it hard or unyielding?  Is it a distraction?  If neither of those, I tentatively have it legal in NFHS.

HOWEVER . . . if we are going to say a play card on the belt is equipment that is not being worn as intended . . . then I would say a player wearing this outside their uniform is illegal.

From their website: Plus, it's easily worn in practice or during the game under uniforms - a must-have for athletes.

In LL, you can't have one arm covered (and not even two sleeves technically). Watching the game, I see the pitcher say something along the lines of "brace for my bad shoulder" at which point HPU backs off and walks away.

Question to me is "is this performance enhancer or preventative?"*

* With caveat that I asked a friend who's son is D1 pitcher. Response: "They are charging how much for that snake oil?"
