Here is my question. I seem to think it is D because THIS IS A LEGAL PITCH THEREFORE IT MUST BE RULED A BALL OR STRIKE. SINCE IT IS IN THE STRIKE ZONE THEN IT IS A STRIKE AND THE BATTER IS OUT PLUS THE RUNNER FROM THIRD IS OUT DUE TO INTERFERENCE.

R3, R1 Count 3-2, 1 out. Both runners attempt to steal home base and second respectfully on a legal pitch and the ball touches the runner from third in the batter’s strike zone. The umpire shall:

 A) Call strike three, declare the batter out, the ball is dead, the run counts and the runner from first remains at second base. 

 B) Call strike three, declare the batter out, the ball is dead, the run counts and the runner from first is returned to first base. 

 C) Call time, declare no pitch, call the runner from third out for runner’s interference and return the runner from first back to first base.

  D) Call strike three, declare the batter out and the runner from third base for runner’s interference

Depemds on the rule set to to some degree    OBR and Fed I believe it should be A.

Why do you think this is INT?

And in NCAA it's A -- so it doesn't really depend on the rules set (at least as that term is usually used here)

A question regarding a slight twist on the OP if I may...

let's assume 2 outs, 2 strikes. Same [play.

Do we have strike 3, batter out, dead ball, inning over, no run scores because batter is 3rd out, never reached 1B and R3's TOP base is 3B?

Yes. I don't remember which code had this described in a comment or case play but I know I've seen one.

Isn't there a quirk with NCAA about the runner in the act of stealing? I know then OP states both are in the question.

In OBR it is A.

R1 would have been awarded second base even if he was not stealing because all runners would have been awarded one base from TOP.

There is a case play on this in OBR.

Dead Ball.

Strike 3, batter out and the run does not score.
