To be able to have seen that pulled foot, an umpire would have had to been on the same line as that camera that could see it. He would have needed to adjust to somewhere near a line between 1B and 2B. It looked like U1 was trying, but he just didn't have enough time to get there. No matter how good an umpire is, sometimes you get straight-lined. This is the kind of play that I don't mind seeing IR review fix (as opposed to booting a call with crappy timing).

 

And the further away one is from the desired angle, the further it is (and the longer it takes) to get there. That's just geometry.

I would add that this is exactly the kind of play that we should NOT go for help on in 2 man.  Sure, U1 kicked it.  U1 maybe even knew it.  But there's no way PU can see across the top of the bag to see of F3's foot is against the base from 45' away.
