Can a coach in uniform be behind home plate on the outside of the fence during the game?

Only if he wishes to remain outside the confines of the playing field for the duration of the game. And takes off his uniform. And keeps his mouth shut. And donates half a year's salary to BCA.

We affiliate with the Texas Teenage Baseball Association.  If a rule is not in their rule book, then we go by high school rules, if not there we go by MLB.

I only do leagues with mlb rules such a rule is not included in their book, the other too im not sure, although our high school rules (PIAA) do not include such a rule to my knowledge, as when we used piaa rules we listed rules our league added to those rules for our leagues use and we had to add the behind the backstop rule so I doubt high school rules have a no coach behind back stop rule

*3.3.1 SITUATION W:

Team A has one of its players in uniform in the bleachers behind home plate or in the bleachers along the third-base line.

RULING: All players, attendants and bench personnel shall remain in the dugout (bench) or bullpen at all times, unless they are a batter, runner, on-deck batter, an occupant of a coach's box or one of the nine players on defense. The umpire shall eject the offender from the game, unless the offense is judged to be of a minor nature, in which case the umpire may warn the offender and then eject him if he repeats the offense. Failure to comply shall result in the game being forfeited.

You should NEED a new book every season. Not just because of rules changes, but because youve made so many notes and the cover is worn off.
