As we have discussed in the past, the neighborhood play is on its way out. Pro umpires are enforcing the TAG requirements (secure possession of the ball in hand or glove while in contact with the base) IN CONJUNCTION WITH the INT restrictions on the runner (must slide within reach of the base; may go in standing if he veers off away from fielder).

 

Many pro middle infielders have such good feet that what might look to some like a neighborhood play is actually a legal TAG. I think sometimes homer announcers contribute to a misunderstanding about how this play gets called.

 

For the play in PIT, even if you favor the neighborhood play, you don't give it when the defense errs. A bad throw pulling the fielder off the base gets no consideration for a neighborhood play, as others have posted.

Here's the rule from ccs:

 

*This is a reviewable play pursuant to MLB's Replay Review Regulations. Not reviewable is the umpire's judgment that a runner is clearly out on a force play at second base under the circumstances in which the defensive player may or may not have touched second base in his attempt to complete a double play and avoid a collision with the runner. All other elements of the call shall be subject to review, including whether the fielder caught the ball, had control of the ball, was drawn off the bag, or tagged the runner.

I disagree that the neighborhood play is on its way out, but I agree that F4/F6 doesn't get the benefit of the doubt when the throw is off the bag. The neighborhood play is not reviewable, but an inaccurate throw pulling him off the base is.

 

F4/F6 are going to have to change their thinking on these kinds of plays. They have to decide if they want to get the lead runner for sure (clearly hold the bag on the iffy throw) or try to sell the neighborhood play. In the past, selling the neighborhood play was the better bet. Now with VR, it isn't a good bet anymore.
