Yes, the umpires screwed up a very basic rule, but a can't understand states that don't allow protests. Even if the protest mechanism is the,"Settle it on the field" type, it still requires the umpires to pull the book out and get it fixed. I just can't imagine umpires working play-offs not knowing such a basic rule.

WOW Such a Basic Rule and 2 of them got it wrong? Including the CC?!?!?

Easy solution to this, could be a playoff only thing if they don't want to have to go back and resume games later.  Manager wants to protest a rule interpretation, if the umpires ruling on field is still wrong in his opinion, says call the state office, state has a person at the phone (rules interpreter probably).  Call them right then, get the ruling.  If coach right, fix it and move on.  If coach wrong, make them pay into the scholarship fund or something (monetary fine) to prevent it from being abused.

Good idea!  It could be restricted to playoffs.

While I agree the umpires screwed the pooch here, the onus is on the manager to know how many conferences he's made.  Do the umpires have to make out his lineup for him, too?  How about making sure the little darlings have enough water in the dugout?

Take some effing responsibility, for crying out loud!

Bam, he did. He asked how many he had taken, was told 2, and went to the mound. He was then informed, incorrectly, that he had to remove the pitcher. He asked them to talk about it and 2 out of 3 had it wrong, including the UIC. Protests are not allowed, so that was the end of it.

Oh!  I just read it again.  Damn confusing!  So the umpire agreed that it was the 3d visit but made him change anyway.  I was under the impression that he had already had 3, and that the umpire incorrectly informed him he had made 2.

Nope umpire screwed the pooch worse than you thought, he knew the coach just had his 3rd conference and insisted he had to remove the pitcher.

GA has so many issues.  As someone who lived and worked games there.  The whole separation of associations for public and private schools is a joke.  Off topic I know but had to say it.
