An attempted squeeze play or steal of home plate, the catcher steps

on or in front of home plate without possession of the ball or touches the

batter or the bat. What is the Penalty and if you wan you can use any rule code you want...

have fun...LOL

OBR:7.07, Catcher is charged with int. and pitcher is charged with a balk. Batter to 1B and R3 scores and any other runner advances 1 base.

Absolutely correct!

Why is the pitcher charge with a balk?

Good question. :HD:

Wrong.

The balk is charged to the pitcher. It says so quite bluntly in the rules. INT on F2, balk charged to F1. Don't confuse the two - you only have a catcher's balk on an IBB when he leaves the catcher's box to catch the ball (but who calls that anyways?)

8,05(l) It is a pitchers balk.

"The pitcher while giving a intentional base on ball, pitches when the catcher is not in the catcher's box".

Catcher can leave the catchers's box to catch the ball, but the ball has to have been released by F1 before he leaves the box.

A catcher can not "Balk". He can cause F1 to Balk in both of these cases, but it is F1 that balks and is charged with the balk.

Did this once in my Junior year of high school. Minute I tagged the kid out for the third out I tossed the ball into the middle of the diamond and took off for the dugout. I knew I did something wrong. But I sure as H-E-DOUBLE HOCKEY STICKS wasnt going to stick around and find out.

I think its just a double whammy to prevent such action. because in essence you have 2 plays being interrupted by the catcher coming infront of the plate.

1. He's gaining an advantage on the runner by getting out there

2. He's gaining an advantage on the batter who is now not able to hit.

Just a guess. :HD:

Started his motion to the plate and failed to deliver said pitch? I'm assuming the balk penalty should still apply, leaving the ball alive, leading to: The Int on F2 which is fairly obvious.

Now if that turns out to be anything close to the reasoning, let's have some fun with FED when the Balk kills the ball!

Reaching a long way for that nugget.

Sorry about ruining all the fun:D I'm a third shifter and had a slow night at work, so I was able to look the rule up. Helped the night go by faster.

I do have a question though. This rule specificly states that it only applies when there is a R3 trying to score on a squeeze play or attempting to steal home. So what if the same thing happens with say just a R1 trying to steal ? CI only or balk only ? or the same thing ?

Good question, I see you did the NCAA test, that was one I looked up and still took about 15 minutes to answer. I figured it was catchers interference and guy was scoring somehow, I had a hard time figuring to put BR on base, could'nt justify in my mind he gets 1b for just standing there and doing nothing. It can happen on a squeeze or a steal of home and I have seen it in a rec or AAU game years ago but not at any higher levels, better catching I guess prevents this mess!

CarolineBlue, should be the same penalty as the same thing happened. Catcher interfered with the steal attempt by getting the ball sooner than he's allowed to. Catcher also interfered with the hitter's ability to hit the ball.

your right I did not mean to put that its a catcher balk, but the catcher caused it...sorry..LOL

but thanks for telling me I'm wrong..

I did take the NCAA test this year.. had some crazy questions, and the way it was worded in some of them...

With any other runner situation it is CI only. The only time 7.07 comes into play is when there is a R3 trying to score.

This one will catch you off guard. I have only seen it once thus far and it could have been a mess. R3 was stealing, F2 comes up in front of plate and tags runner out. I call the out and immediatly the OC starts with, " thats a balk ". Fortunately for me, my partner was alert and immediatly comes in a tells the coach, loud enough for everyone to hear, that the pitcher disengaged and it was a legal play. To be honest I couldn't tell if he disengaged or not. I will be more prepared next time. I make a mental note of this rule now when I have a R3.

I have some questions here - First one was just eluded to: Did the pitcher step off the rubber, or was it a legally delivered pitch from the pitcher? Did the catcher step from the catcher's box before the ball was let go of by the pitcher or after? Was the batter in the act of going after the ball to make contact, or, what if he was pulling away from his attempt to bunt? Just curious.

Posted (edited)

The pitcher stepped back off the rubber, which I did not see ( although I should have ). The catcher came up and caught the ball a little in front of the plate. The batter did nothing because it was a straight steal and not a squeeze play. I admit I was not ready for the play. I am assuming your questions were concerning my previous post and not the op.

A couple of things:

If the pitcher stays in contact and legally delivers a pitch the batter must be given the opportunity to swing at the pitch.

If the pitcher disengages the catcher has to be given the chance to catch the ball. It is not a legal pitch so the batter can't swing.

In OBR if the R3 is stealing and the F2 catches the ball in the zone or in front of the plate then 7.07 kicks in. Award the batter first for the CI and all runners a base for the balk.

There is no equivilant for 7.07 in Fed. It is a straight CI(CO in Fed)

So from the OP, in FED, is R3 awarded home as well as BR awarded first? Or would the ruling be different?

It ends up the same in FED, except there is no balk charged. 8-1-1e Catcher Obstruction. Kill it after playing action ends, award Batter 1st on the CO and all runners 1 base if they are attempting to advance which in this case the runner from 3rd clearly was.

Good catch, I wasn't thinking about i being R3 only when I was trying to note the difference. Say you have R2, R3 but only R3 is stealing then only R3 gets the base, R2 stays at second.
