Because, in balkable situations with runners on, he comes to a stop as he does his version of the Kenley Jansen bounce when settling in.

No runners on base is when he doesn't come to a stop.

How so? 

Are you going off the verbatim interpretation / implication for a violation by F1 of going to his mouth with-or-directly-before-touching the ball while engaged?
