Balk from the windup

Start of an inning. Pitcher is in the windup don't remember the count. Pitcher leans forward looking to the catcher for his sign. Pitcher get his sign but while leaning forward he loses his balance and slightly steps forward then resets on the rubber and then continues his pitch. Is this a balk ?

No one on base means not a balk.  At best, it is an illegal pitch (though from the description and lack of ruleset, I'd have a tough time specifying why), which would be a ball.

Good grief, I hate pitchers. 
The count is 0 - 0. 
Duh! 

Anyway, catcher/umpire humor aside, with no runners on base, it – whatever a pitcher does – is not (I’ll dare say never) a Balk. 

Now, how many times have you watched pitchers, in the windup, turn from being atop the rubber to ever-so-slightly lifting away from the rubber, only to place their pivot foot back down in-front-of-and-in-contact-with the rubber? Thousands of times, right?? 
 

Well, this is no different. You said the operative word – “then [he] resets himself”. Only unless he’s no longer in contact with the rubber when he delivers the pitch will that render it illegal.

At the LL level we would "no pitch"  tell them to reset and start over that is step off and then step back on and then go.

There could be at tournament levels be an illegal pitch called however any ump doing so would probably be told "Don't do that"  after the game.   Even though it is in the manual.

Well thanks for being so helpful title said Balk I stated "No Pitch" and discussed the book had "illegal pitch" in it and at a tourney level that May be called...

 

SO I will ask again just wth do you mean by DO not call it period?

DO you not say NO Pitch

Do you not say "Thats an illegal pitch"

 

Or are you saying let the pitcher just continue what he is doing and allow something that would not be allowed?

You cannot let a pitcher stumble and then pitch from wherever he landed after the stumble can you?

I only find 2 instances in LL where an illegal pitch is penalized as a ball with no runners on. 8.05(e) and 8.05(g). Neither of those apply to the OP. It's just a reset.

Where are you seeing in tournament rules that you could call an illegal pitch for this? I don't see an exemption or distinction in tournament play. The regular season rules and tournament rules appear to be the same for an illegal pitch.

The illegal pitch section I am thinking of was/is runners on. It actually happened to me in a District final.  I called it issued a ball and then the UiC over ruled me.  Then the TD looked up the rule and stated I was correct but we went fwd with no ball issued and no pitch counted.  I was a little frosty at that one.  Yes I mis-applied the illegal pitch with no one on in this thread.
