    In each situation, No. The ball is dead on a foul ball, and is not made live again until the umpire puts the ball back into play.
    While the ball is dead,no runners may advance.
    The ball is dead until the pitcher is on the rubber with the ball, and the catcher is ready to receive the pitch. Then, and only then, is the plate umpire able to put the ball back into play.

    Fair. It only matters the position of the ball, not the position of the fielder.
