Ball 4 on passed ball, runner on 3rd comes home and is tagged for out 3. Does the batter resume the at bat in the next inning?

This happened earlier tonight in a little league softball game. Here's the scenario:

• Runner on third
• 2 outs
• batter had 3 balls

On the next pitch, the catcher missed the ball, and the runner at third came home and was tagged out. Would the at bat resume in the next inning or would it move to the next batter in the lineup?

batter became a runner on ball 4, hence the next batter in the lineup would leadoff the next inning

Ball 4 = a completed at bat.  Whether he made it to first base before the third out or not is irrelevant.

From OBR (but all rules codes are the same) - it's a little hard to read because I removed some non-relevant sections.:

5.04 Batting
(a) Batting Order

(3) The first batter in each inning after the first inning shall
be the player whose name follows that of the last player
who legally completed his time at bat in the preceding
inning.

 

(c) Completing Time at Bat
A batter has legally completed his time at bat when he is put out or
becomes a runner.

 

5.05 When the Batter Becomes a Runner
(b) The batter becomes a runner and is entitled to first base without
liability to be put out (provided he advances to and touches
first base) when:
(1) Four “balls” have been called by the umpire;

Perhaps I missed it in the OP, but where does it indicate that the pitch was ball 4?
