Runner on second, one out. Runner runs on the first move. The pitch hits the batter, yet the runner was safe by a mile. Is the runner safe at third, or must he go back?

He must return to the base where he was at time of pitch, in this case, second base.

Always goes back.  The only exception would be he has already obtained second BEFORE the first move of the pitcher.  Basically where was he when he started the delivery--that's where he returns.
