Rookie level manager forgets to write half of his pen on the lineup card

Rule 4.03 says that the managers give their batting orders to the UIC (subsections a and b). Subsection (c): "As a courtesy, each lineup card presented to the UIC should list the fielding positions to be played by each player in the batting order.... As a courtesy, potential substitute players should also be listed, but the failure to list a potential substitute player shall not make such potential substitute player ineligible to enter the game." [Emphasis added.]

Leagues can make a rule that you have to include subs on the lineup. 

​What's the point in a pro league where the league maintains the official roster, to which every team is granted access.

It would have to be a league directive b/c in other MiLB leagues & by rule they are instructed to allow any players not listed on lineup as long as they are on the team's roster.  In the past this was the same directive in the Appy league where this took place.  Not sure about this year.

As stated above, some MiLB leagues REQUIRE all subs be listed on the line-up card.  This is addressed in the MiLBUD Manual.
