Yes. It would be the HP's call since the play was in front of 3rd base.

Depends on whether the crew uses the bag or the cutout as the dividing point (or some other criteria).

I've never worked with any reference other than the extended front edge of 1B/3B. Any other reference can be substituted with the following opinion.

 

The ball was in fair territory, crossed (completely outside) the foul line, then was touched. So now it has to be determined if the ball passed the extended front edge of the base before/after crossing the foul line. So who's responsibility is it to decide if the ball reached the front edge on those plays close to the base? Since BU is the closest to the ball, doesn't it make sense that he should be responsible for deciding whether the ball reached the base? If so, PU has to wait and give BU a chance to call it fair/foul. If BU doesn't make a call, that means that the ball never made it to the extended front edge of the base and since the ball was touched outside the foul line, it must be foul.

 

I had one like this earlier this year. I thought that the ball had made it to the base and waited for BU to make a call. He didn't make one, so I called it foul. BU later says that is the ball was touched in front of the base and was foul. I followed the above sequence...though unintentionally.

That's all you need.  If it wasn't touched before the base, then it's BU's call -- no matter whether it crossed the line before or after the base.

Of course...I can't see where anyone might think that I suggested otherwise.

 

When a double call is made, the initial question shouldn't be who has the fair/foul call. The initial question should be who decides whether the ball reached the extended front edge of the base (or whatever reference being used). That decision has to be made (and communicated) before anyone can answer the question, who has the fair/foul call

 

So, who decides (that the ball reached the base) and how does he communicate that decision to his partner (the sequence of events) to avoid having a double call.  My opinion was:

 

1. Because he is closer to the play, BU decides whether the ball has reached the base;

2. BU communicates this decision to his partner by:

      calling fair/foul (ball reached base) or 

      not calling (ball not reached base).

3. PU has to wait for BU to communicate his decision (#2) before making/not making a call.

       BU makes a call, PU does not or

       BU makes no call, PU does;

 

Number 3 is the key. If PU jumps the gun, does not follow this sequence and makes a call before BU has communicated whether the ball reached the base or not, then you have the double call situation in the OP.

Ah -- now I get it.  I must have misread your post (the first time it's ever happened, I swear!).

 

I'd just add that it's easy to "go back" and make the ball foul.  It's tough to "go back" and make it fair.  So, take your time if you have it foul, no matter whether you are BU or PU.
