In Fed, the intentional drop takes precedence over IFF. In NCAA and OBR, the IFF takes precedence.

Fed 5-1-1: Ball becomes immediately dead when: j. an infielder intentionally drops a fair fly, fair line drive or fair bunt in flight with at least first base occupied and with less than two outs. And this is where Fed needs to re-write 8-4-1c to give an exception to IFF. BRD agrees with you, grayhawk (Section 109 was removed, which pertained to a dropped line drive or fly ball), so all three codes agree.

FED actually did leave out the exception in 5-1-j  about five years ago by mistake.
