An "empire" silhouette shirt or dress is one that's gathered below the bust and hangs freely at the waist. Apparently, there are quite a few eBay sellers of women's clothing that don't know the difference between "empire" and "umpire". I've seen quite a few use the terms interchangeably, which is just...wrong.

I used to find cheap items on eBay by looking for the items misspelled. It was great.
