If there is a force out at second, and the runner beats the throw to second, however he over runs the bag does he need to be tagged or is the force still in play

If he's still in the vicinity of the base (and, in FED, I think, has made an effort to return) then no appeal.

It's not an appeal.  The OP doesn't state that it was a missed base but an over run base.

To answer your question, consider this: it's a force play before he reaches 2B because the batter becoming a runner forced him to leave 1B.

Then: does it also force him to return to 2B after he overruns it?
