12u.  HT Pitcher on mound has a compression sleeve on his throwing arm.  VT team mentions it as distracting. Sleeve is solid black.  I mention it to the HT coach and he produces a doctors note stating that it is required to be worn when pitching.  (Yikes)  Ok, looking back at pitcher, solid black I am good with as not distracting and we play on.  OBR rules.  Am I missing anything?

LL rule 1.15(c): No pitcher shall wear sweat bands on his/her wrists or arms.

But a non-distracting compression sleeve not worn for the purpose of absorbing sweat would be legal, says me.

There is no 1.15(c ) any more. The LL rule is now 1.11(a )(3 ) and it says "Neoprene sleeves, if worn by a pitcher, must be covered by an undershirt."

1.11(a )(3 ) also includes: "A pitcher shall not wear any item on his/her hands, wrists or arms which may be distracting to the batter."

So the batter, not you, gets to decide if it's distracting.

Nope. Umpire discretion. FED 1-4-2 uses the same phrase, "which may be distracting to the batter," but it's umpire judgment whether it may be distracting.

The batter is welcome to call my attention to a possible distraction, but I will rule on it. If players and coaches could make all the judgment calls, they wouldn't need umpires.

I believe you Rich, but the Little League 2015 rule changes and clarifications webpage only lists an age chart as a change, so I've been relying on my 2014 book as being accurate for all other rules.  Little League drives me crazy.

I don't care what FED says. This was about LL rules. And BTW LL is OBR based, not FED based.

In the myriad of non-High School-sanctioned games my colleagues and I call, we allow the pitchers to wear solid-color compression sleeves, provided they are not digital-camo, yellow/volt-yellow/dayglow, or white. If the sleeve has an EvoShield or UnderArmour white logo on it, we just have them turn the sleeve inside out.

Wristbands and wrist guards are not allowed.

I have yet to encounter a coach who has complained about our rulings on this matter.

We actually had a compression sleeve "save the day"... The pitcher had, in the previous half-inning on offense, performed a head-first slide that gave him a nasty slide rash on his forearm. It needed to be bandaged, and the only thing that would hold the bandage in place? White athletic tape. Of course the opposing coach pointed it out, so a red compression sleeve was shared by one of his teammates, and away we went, "crisis" averted.

It was posted Feb 1. Let me know if this works for you. If not maybe we can arrange a copy/paste I could send you.

That's a distinction without a difference, for this rule. Umpires are paid to make judgment calls, including what's distracting. True for all codes (and part of the definition of a sports official).

But you know that. Want to try to argue some more that the batter gets to decide what's distracting? That was really entertaining for a moment.

Got it. Muchas gracias!

Why can't the official Little League site . . .   Oh, never mind.  After all, where would they get the money to fund a reliable website?

It IS the official LL site. Just in the umpire section.

Then why does its home page say this?

I don't know. I got it through the LL Umpire Registry membership.

That link is to Kevin Hunters LL Umpires site which is a pretty good resource for Green Book rules.
